About Us

In June 2003, Mrs. Jannie McNeil-Hayes founded the Coalition of Adoption Programs (CAPs) in Prince George’s County as a 501 (c ) (3) organization in the Greater Washington area of Prince George’s County.  CAPs Inc. was an outgrowth of an adoption program ran out of her church, and she found institutional and infrastructural constraints there that impeded her mission to serve families hoping to adopt. Jannie created a coalition of adoption programs as an umbrella group that would serve as a “one-stop” shop, thus, simplifying the adoption process to parents looking to give children loving homes. CAPs Inc. provides services to families and single individuals who chosen to give foster-children permanent and loving homes, and this organization works earnestly to strengthen those that open their hearts to adoptive children.

Our Vision

We have ambitious objectives in our quest to serve the needs of children and adoptive families including:

  • Collaborating with government agencies, organizations, and corporations to sponsor awareness campaigns and special events concerning all aspects of foster care and adoption.
  • To create an integrated support system for adoptive parents to insure that the process is smooth and attractive to families considering adoption
  •  Organizing guidelines to facilitate effective pre and post-adoption/foster care programs.
  • Conducting “Learn and Grow” training sessions, seminars, and conferences to educate communities on the importance of family and financial literacy.
  • Forging a “Coalition of Partners” to participate in meetings and conferences to develop the optimum guidelines and standards.
  • Use legislative hearings, policy forums, town hall meetings, and community events to advance the cause of adopting children in the foster care system, and the need to improve and enhance existing programs.
